Chaos of Internet to meet French sense of order

President Nicolas Sarkozy is expected to use the gathering of 800 technology luminaries to push the French view of a 'civilized' Internet.
The Tuileries Garden in Paris, a celebration of grand geometric vistas and tightly trimmed topiary, will be invaded next week by the denizens of a decidedly more chaotic space: the Internet.
The first-of-its-kind event is being convened by President Nicolas Sarkozy to put the Internet firmly on the agenda of the Group of 8 countries, who meet next week in France. But an alternate view is that the president wants to push his often-invoked vision of a "civilized Internet" -- one that is safer for children, more favorable to copyright owners and more lucrative for the French treasury.
The get-together comes as the Internet takes a central role in powering economic growth and empowering societies, as revolutions in the Arab world have shown. At the same time, digital piracy in the West and censorship in China continue to vex policy makers, prompting calls for greater coordination of Internet strategies.
"The Internet is demolishing barriers, but we are still far from realizing the full benefit of what it can do for our world," said Maurice Levy, chief executive of the advertising company Publicis Groupe, who has served as Mr. Sarkozy's point man in organizing the conference.
The event will also allow Mr. Sarkozy a chance to portray France, which sometimes seems ambivalent about the rise of the Internet, as a progressive, technologically savvy country.
And, less than a year before presidential elections, it will allow him to bask in the spotlight with the leaders of a dynamic industry, as the man who had loomed as his biggest rival, the former head of the International Monetary Fund, Dominique Strauss-Kahn, faces sexual assault charges in New York.
But the more conspiratorially minded French are concerned about Mr. Sarkozy's intentions. The backdrop of the Tuileries, a physical reflection of the French penchant for imposing order on nature, provides a handy visual metaphor for these critics.
"In spite of a harmless sounding rhetoric, the E-G8 Forum is a smokescreen to cover control of governments over the Internet," wrote Jeremie Zimmermann, a spokesman for La Quadrature du Net, a group that campaigns against restrictions on the Internet.
Mr. Levy called this view nonsense, saying that the goal was to generate debate rather than to push the French agenda. While Mr. Sarkozy commissioned the event, the cost will be covered entirely by Publicis and other sponsors from the private sector, rather than the French government. Mr. Levy said no one should hesitate to challenge Mr. Sarkozy, who is set to give the opening address.
"He will invite people to share their thoughts, to speak loud and clear," Mr. Levy said. "He will recognize that the Internet is a common good for the world. At the same time he will say there are still a few issues on which we need your thoughts -- net neutrality, privacy, intellectual property protection, et cetera, et cetera."
The 800 luminaries will gather under a giant tent in the Tuileries Gardens for panel discussions on these and other issues, networking opportunities and a gala dinner in the nearby Louvre. Confirmed attendees include Eric E. Schmidt of Google, Mark Zuckerberg of Facebook, Jeffrey P. Bezos of Amazon and Rupert Murdoch of News Corp.
Most of the events will be streamed live on the Web. But not all of them: About a dozen V.I.P.'s will be invited to the Elysee Palace for a private lunch with Mr. Sarkozy.
At the end of the two-day meeting, a small delegation of participants will travel to Deauville, France, to present conclusions to the heads of state assembled there.
"It will be up to them to decide what to do with it," Mr. Levy said. "They can decide it is useless, or they can decide it is interesting."
If all this sounds a bit like a digital Davos, minus the snow, that may not be a coincidence; Publicis also organizes the annual meeting of the World Economic Forum in the Swiss Alps.
Does the world need another talking shop? Participants of the E- G8 say they welcome the chance to discuss digital policy issues at a global level. There is growing concern about a possible splintering of the Internet along national lines, with different countries adopting different policies on issues like censorship, privacy, copyright enforcement and network access.
"When we are creating the rules of the game, we need to recognize that the Internet is a global medium that needs global solutions, not fragmented ones," said Erkki Ormala, a vice president at the mobile phone manufacturer Nokia who also serves as president of Digital Europe, a trade group for technology and telecommunications companies. "Without a discussion like this, we could easily end up in an environment that is not conducive to growth in the future."
Privacy laws, for example, are currently being revised on both sides of the Atlantic. European Union officials have called for stronger protection of personal data on the Internet, and want this to apply to any company doing business in Europe -- regardless of where its servers are based. U.S. Internet companies fear that stricter standards could harm their business.
Within Europe, there are also issues that divide, with Mr. Sarkozy pursuing a more active digital agenda than leaders of many other countries. His program has included a new law allowing the authorities to suspend Internet access to Internet users who ignore repeated warnings to stop sharing unlicensed music, movies or other copyrighted works online. Another new law permits the government to block access to Web sites that disseminate child pornography, rather than requiring law enforcement officials to pursue offenders through the courts.
While Britain has passed a law authorizing a similar crackdown on digital piracy, other E.U. members have been more circumspect. On the filtering of illegal content, German officials have expressed reservations about the French approach.
Differences like these might eventually have to be sorted out at the E.U. level, but by organizing the E-G8 Forum, Mr. Sarkozy is trying to generate support for the French approach.
Some participants questioned, however, how global a discussion could be if held under the auspices of the G-8, a group that excludes countries like China, India and Brazil, which have hundreds of millions of Internet users.
"It's a good idea, but there are a lot of big players around the planet that will be missing," said Gabrielle Gauthey, senior vice president of public affairs at Alcatel-Lucent. "It's not only the G- 8 that will build the Internet of the future."

The competition watchdog says concerns over Telstra's blueprint for the structural
separation of its retail and wholesale arms shouldn't delay the National Broadband Network
rollout.
The Australian Competition and Consumer Commission is worried that the telco has no
compliance plan for its commitment to structurally separate the two arms from 2018 and
Chairman ROD SIMS says there's some serious work to be done.
Mr SIMS has told ABC Radio it's something that's capable of resolution, and shouldn't

Wagga Wagga in New South Wales.

NSW: Bega ex-doctor Graeme Reeves arrested again
SYDNEY, Dec 15 AAP - Former doctor Graeme Reeves, who is already facing charges of
sexual assault and mutilation of patients in NSW, has been re-arrested.
Police said the 59-year-old man presented himself to Parramatta police station in Sydney's
west on Tuesday morning.
Reeves, who is accused of sexually assaulting and mutilating female patients, is due
to face trial early next year.
Sex Crimes Squad detectives expected to lay additional charges in relation to further
allegations of sexual assault, indecent assault, and grievous bodily harm, police said
on Tuesday.
Reeves is already charged with nine counts of aggravated sexual assault, six of indecent
assault, one of genital mutilation and one of maliciously inflicting grievous bodily harm.
The charges relate to 10 women he operated on between 2001 and 2003 while working on
the NSW south coast at Bega and in Richmond, in Sydney's northwest.
Reeves has waived his right to a committal hearing, and has yet to make a formal plea.
Police said Tuesday's re-arrest related to ongoing investigations by Sex Crimes Squad
detectives into 21 alleged incidents, some dating back to 1989.

SYDNEY, Aug 6 AAP - Two News Ltd journalists will face court after taking photos inside
Sydney's Holsworthy base, which was the target of an alleged major terrorist plot.
Police were called to the barracks, in Sydney's southwest, at 2pm (AEST) on Wednesday,
responding to reports two people had entered the military reserve and were taking photographs.
"Army personnel detained the men until police arrived," police said.
"Police seized a laptop and camera for further examination.
Daily Telegraph journalist Tim Vollmer, 26, and a 38-year-old photographer were taken
to Liverpool police station and issued with a future court attendance notice for the offence
of unlawfully sketch, draw, photo or paint fortifications.
Vollmer on Thursday wrote in the newspaper of his entry into the army base with the
photographer, saying the pair were approached by soldiers and asked for their ID almost
30 minutes after they entered.
"From the easy access, the fact that we had openly provided our identity and the dozens
of other members of the public also there, we assumed there was no issue with our presence,"
he wrote.
The pair are due to appear in Liverpool Local Court on September 25.
Several journalists and photographers reported from outside the base on Wednesday,
with security at the barracks the centre of many reports following dramatic revelations
of an alleged suicide plot to kill soldiers there.
Five men have been charged with terrorism-related offences following raids on 19 properties
in Melbourne and Victoria's southwest on Tuesday.
It's alleged the men were involved in a plot to storm the Holsworthy base armed with
automatic weapons in a bid to kill as many soldiers as possible before they themselves
were killed.

SYDNEY, April 18 AAP - A Sydney man who used a hammer to bash to death an elderly war
veteran he claimed had sexually assaulted him has been jailed for at least five years
and three months.
Beau Steven Mitchell, 24, had pleaded guilty in the NSW Supreme Court to the manslaughter
of 73-year-old Lindsay Martin and to arson on the grounds of provocation.
The court heard Mitchell told a psychiatrist he attacked Mr Martin after waking from
an intoxicated sleep to find himself in a state of undress.
In setting a maximum term of nine years, Justice Roderick Howie today noted Mitchell
told a psychologist he awoke to find Mr Martin fellating him.
"This claim is supported by the fact that the deceased was fully clothed but with his
false teeth in his pocket," the judge said.
Mr Martin, a returned serviceman, died from extensive head injuries inflicted with
a hammer in the early hours of November 16, 2005, at his unit in Gymea, in Sydney's south.
The judge said the retiree lived alone.
"He both assisted and associated with young persons in the area in which he resided," he said.
"On occasions, he would befriend young men and invite them to his home where they were
able to consume alcohol.
"The offender was one such person. The offender had expressed to others that the deceased
was a pedophile to his actual knowledge."
On November 15, 2005, both men had been drinking and returned to Mr Martin's unit.
About 1.30am, Mitchell had struck Mr Martin "a number of times to the head with the
hammer," Justice Howie said.
He noted what Mitchell told the psychiatrists, adding that when he gave evidence the
offender said he now recalled being sexually assaulted by the older man.
The judge referred to Mitchell's long history of drug and alcohol abuse, as well as
self-harm, and to his mental health problems.
Mitchell also had a criminal history and had been given many chances to rehabilitate
himself over the years.
Father Chris Riley, founder of Youth Off the Streets charity, gave evidence of trying
to help Mitchell, describing him as a "role model" when not consuming alcohol.
"... The offender has had many chances to reform and was provided with the extraordinary
generosity and concern of Father Riley resulting in the opportunity to find assistance
from a practitioner in the United States," the judge said.
"I accept that he is remorseful, not only for the death of a person to whom he had
shown kindness on occasions, but also for again allowing alcohol to affect his behaviour."

SYDNEY, Aug 1 AAP - Immigration Minister Kevin Andrews ended last week claiming he
had been forced to argue his case against Mohamed Haneef with one hand tied behind his
back, The Australian says today in an editorial.
This week Mr Andrews is stumbling about with both feet firmly in his mouth. Since dealing
the government into the Dr Haneef saga on July 16, by cancelling his working visa, Mr
Andrews has done more to fracture public support for the Howard government's tough anti-terror
laws than any other person.
"On what was released to support the minister's decision late yesterday, Mr Andrews
has either embellished an online conversation, the significance of which can be discounted
from what is already known from elsewhere, or he has let a potential terror suspect walk
free.
"Either way, it does not let Mr Andrews off the hook."
On the basis of material in email correspondence between former terrorism suspect Mohamed
Haneef and his cousins, brothers Kafeel and Sabeel Ahmed, Mr Andrews had ample grounds
for refusing to renew the Indian doctor's visa, The Daily Telegraph says.
The material Mr Andrews had been anguishing over for days is strongly indicative of
a close relationship between Dr Haneef and the British terrorism suspects. To say the
very least.
In one exchange, he is told by his cousins that "nothing has been found out about you
yet". In another, he's asked when he proposes to leave Australia. "Today" he replied.
"But here's a question for Mr Andrews - and for the Commonwealth DPP," it says.
"If this material - which looks so much stronger than anything we have heard hitherto
- was available, why was Dr Haneef not charged with more substantial offences in the first
instance?"
The Haneef affair will not end until the federal government releases all information
on the case, The Age says.
The "tawdry and scatty" state of the Haneef case continues to erode public confidence
in the word of the law against political imperatives, the editorial says.
"The release yesterday afternoon of some of the previously secret federal police information
provided to Immigration Minister Kevin Andrews gives the public just another part of the
saga," it says.
"It is to Mr Andrews' credit, given the intense public interest in the case, in Australia
and abroad, that he has offered a part explanation.
"The quotes from an internet chat room discussion between Dr Haneef and his brother
add weight to the police case and allow some insights into why the minister cancelled
Dr Haneef's visa."
Labor's "new federalism" discussion paper enticingly promises to liberate the states
from ties on $30 billion annual grants, eliminate cost-shifting between the commonwealth
and the states and end the "blame game", The Australian Financial Review says.
In other words, the paper pushes every button in the federalism debate, but barley
adds to the sum of human knowledge on it.
Mystifyingly, Opposition Leader Kevin Rudd is quoted three times, as if he were a constitutional
guru on a par with Quick & Garran or Bagehot.
"As with many of Mr Rudd's attention-seeking policy ideas - from absolving households
of the need to balance their budgets to curing obesity - this sounds like a revolution
in name only," it says.
"There is plenty of scope for reforming federalism, but there is no chance a Rudd Labor
government would surrender its power over the states in the way hinted at. Likely as not,
it would end up at loggerheads with the states regardless of who ruled them."
Do Australian children need to be protected from Shrek? Not in cinemas, obviously,
where the screen ogre is wildly popular, The Sydney Morning Herald says.
But what about in supermarkets and television advertising breaks where big food makers
are co-opting him to sell junk food to children?
"The Labor Party says the answer that question is yes. We believe Labor is wrong,"
the paper says.
"There is a balance to be struck here. On one hand, junk food, much of it heavily marketed
- can undoubtedly cause health problems. An occasional hamburger does no harm; too many
hamburgers or packets of chips, or pizzas, or cans of soft drink (or sweets) make a diet
unhealthy and help to cause obesity and other lifestyle diseases which are becoming epidemic
in Western societies."
Some companies are falsely touting their green credentials in a bid to win business
in a more environmentally conscious market, The Herald Sun says.
The federal government has found at least 12 cases where companies failed to plant
additional trees to offset carbon emissions despite promises to customers, the editorial
says.
"Often, companies charge consumers extra for the peace of mind they get in believing
their purchases are being offset by tree plantings," it says.
"Failure to plant these trees is a fraud and risks undermining consumer confidence
in carbon and greenhouse initiatives."

NSW: Police culture not corrupt: Moroney
NSW Police Commissioner KEN MORONEY says corruption in the state's police service has
diminished over the last decade.
But he's told Southern Cross Broadcasting it's important not to be complacent.
A confidential report prepared for NSW police .. says officers who complain about corruption
are being harassed by senior police .. denied promotional opportunities .. transferred
against their wishes .. and given menial jobs.
Mr MORONEY says the culture of corruption within the police has diminished since the
Wood Royal Commission a decade ago .. and every complaint is investigated.

Vic: The knock on the door that no one wants to hear

MELBOURNE, Dec 12 AAP - Nothing could prepare Glenda Barker for the knock on her door
that no one wants to hear.
She had seen news flashes of a fatal car smash throughout the day and the report on
the nightly TV bulletin told her three people had perished in a little red car north of
Melbourne.
But it was the knock on the door that did it.
"It was when the news finished, about one minute past seven, when the police knocked
on the door," she said.
"That's when I put two and two together and knew immediately that it was my mum, my
dad and my sister.
Ms Barker was 51 years old when she became an orphan on November 22, 1992.
Her family died returning home from their holiday caravan in Rushworth in northern Victoria.
A trailer that was incorrectly attached to a car came off and smashed into the family's
car on the Goulburn Valley Highway, near Nagambie.
"I knew they (the police) were talking to me, I knew that they said they were all dead,
I accepted that they were all dead but, surreal is a good word," Ms Barker recalled today.
"It was like I was operating out of my own body for some time. I functioned, but I
really don't know how.
"My own inner strength is what got me through."
Ms Barker was speaking after the Road Trauma Support Team Memorial Service on the steps
of the Victorian parliament.
She told the crowd, including family members of the 328 people killed on Victoria's
roads this year, how a new unintelligible world of police, coroners and courts opened
up before her after the accident.
Now Ms Barker remembers her family with more smiles than tears, but the grief would
always remain, she said.
"Grief is like the wind - sometimes it can hit you like a cyclone in the early days.
Now, it is just like a gentle breeze.
"(But) there's still a gust of the odd typhoon come through."
Transport Accident Commission (TAC) Minister Rob Hulls urged all Victorians to consider
how their family would feel if they had the next holiday season without them.
"We want them (drivers) and their family wants them to be around, not just for this
Christmas, but next Christmas as well.
"That's why it's crucial that they be patient, that they don't drink and drive, they
don't speed and if they're teaching a learner how to drive, spend a bit more time."
"There are people around who think all these messages are for someone else, they're not for me.
"Well I say to them they're bloody idiots because this message is targeted at every
single Victorian who gets into a car."
Victorian Police Chief Commissioner Christine Nixon said speed, fatigue and alcohol
were the key factors that contribute to road deaths.
She said hopefully the new world-first saliva roadside drug tests would help reduce
the Victorian road toll, which is 19 more than last year.
